Job Description
The Horizon Texas Conference of The United Methodist Church seeks a Project Manager that will help individuals and families return to safe, secure, and sanitary homes after disasters. The Project Manager will work with Disaster Case Managers and will be responsible for assessing client needs, determining project scope, and overseeing home repairs, replacements, and reconstruction. This is a temporary part-time position, working with disaster-impacted individuals and families in Cooke County, TX.
Primary Responsibilities:
- Collaborate with Disaster Case Managers (DCMs) to evaluate client needs for home repair, replacement, or reconstruction.
- Conduct specific assessments to determine the scope, feasibility, and required resources for each project.
- Manage and oversee all construction and recovery projects to ensure clients return to homes that are safe, secure, and sanitary.
- Organize and supervise volunteer teams assisting with recovery projects.
- Identify and procure necessary materials, equipment, and skilled labor to support project completion.
- Ensure all work meets safety codes, building regulations, and organizational standards.
- Develop project timelines and budgets, ensuring adherence to financial constraints and deadlines.
- Maintain clear and regular communication with clients, DCMs, contractors, and other stakeholders throughout the recovery process.
- Address challenges and unforeseen issues in project execution, adapting plans as necessary.
- Track project progress, maintain detailed records, and provide regular updates to leadership and relevant agencies.
- Prepare and organize reports, meetings, briefings, and discussions with clients, staff, and external partners.
- Other duties as assigned.
Qualifications:
- A bachelor’s degree, certificates of competency in construction, or a minimum of 5 years’ experience in a related field is required.
- Extensive knowledge and experience in home construction, repair, and construction management is highly preferred.
- Ability to work collaboratively with others.
- Ability to conduct oneself in a manner consistent with the mission, values, and policies of The Horizon Texas Conference of the United Methodist Church.
- Possess no outside business interest that may conflict with the organization’s goal and objectives.
- Supervisory experience is strongly preferred to help manage staff, volunteers, and contractors as needed for various construction projects.
- A strong understanding of local building codes and licensing requirements.
- Proficiency in word processing, databases, spreadsheet software (including Microsoft Office applications), and willingness to learn new and/or customized software.
- Excellent written and verbal communication skills
- Capable of working independently on assigned tasks while also being open to seeking and receiving supervision when necessary.
- Must maintain strict confidentiality.
- A valid driver’s license and vehicle. Ability to drive long distances within the entire service area.
